There is the information about the inhalation in human (Nelson et al., Patty (5th.2001)), "Category 3" is used (respiratory irritation). Moreover, the effects of oral ingestion (Ardeev, Patty (5th.2001)) is central nervous system inhibition. Although it corresponded to "Category 3 (anesthesia)", there was also an example of fatality. So "Category 1" was taken.
