[Rationale for the Classification]
Based on (1) -(3), though there are no data on this substance itself, this substance is one of the azo dyes that may generate 4-aminoazobenzene (CAS: 60-09-3) which is suspected to be carcinogenic in humans when metabolized in vivo. Among the classifications by other organizations of 4-aminoazobenzene in (3) and this substance in (4), by applying the IARC classification result with the evidence information for 4-aminoazobenzene, an estimated decomposition product, it was classified in Category 2. Besides, the category was changed from the previous classification.

[Evidence Data]
(1) There is no information related to the carcinogenicity of the substance itself.
(2) This substance (Synonym: Disperse Orange 149) is an azo dye based on 4-aminoazobenzene (SCCNFP (Scientific Committee on Cosmetic Products and Non-Food Products) (2002)). Some azo dyes are reductively degraded on the skin, intestinal bacterial surfaces and in the liver to generate aromatic amines which are or are suspected to be carcinogenic (FY 2011 survey report by the research funding by the Health, Labour and Welfare ministry (2012)).
(3) As for the carcinogenic classification of 4-aminoazobenzene, it was classified in Group 2B by IARC based on the result of animal tests such as increased incidence of liver tumors after oral administration and an increased incidence of epidermis tumors after dermal application, with rats (IARC 8 (1974), IARC Suppl. 7 (1984)). Moreover, it is classified in Group 2B by the Japan Society for Occupational Health (JSOH) (Recommendation of Occupational Exposure Limits (2018 (proposed in 1991))), and in Carc. 1B in EU CLP.

[Reference Data, etc.]
(4) As for the classification results by other organizations of this substance itself, though it is classified in Carc. 1B in EU CLP, the evidence is unknown. There are no classification results by other domestic and international organizations.
